Set up a passenger terminal for cruise ships + additional functions
Recreate a link between Neder-Over-Hembeek and the channel
Make this “non-place” a welcoming place.
Reconcile 2 scales: the one considering the large landscape to confirm the presence of the terminal in the industrial and heterogeneous landscape and the one of the pedestrian, tourist or resident, so that it finds its place.
Take advantage of the possible synergy between the different programs around a single project.
