Europa is being built by Philippe Samyn to become the headquarters for the European Council. It will host future European summits, i.e., periodic meetings between heads of state or government from the 28 EU countries. Europa will also be the new headquarters for the Council of the European Union, a true "council of ministers" bringing together the members of government of the various States. The European Council is the Union's supreme political body.

Europa is a new building that incorporates the listed façades of the former Résidence Palace, built in 1927 by Michel Polak, thus creating an unparalleled architectural backdrop and a spectator to today's most pressing democratic and environmental concerns in the middle of Brussels' European Quarter.

The design of this new complex, of great technical brilliance, deserved to be described and explained, before delivery of the building: this book therefore represents the analysis of a project and the account of a major construction site.
